Role of ASPs in UAE E-invoicing

In the UAE's e-invoicing ecosystem, Accredited Service Providers (ASPs) serve as the essential intermediaries between businesses and the Peppol network. Every business that needs to send or receive e-invoices must connect through an ASP that has been accredited by the Ministry of Finance (MoF).
What Does an ASP Do?
An ASP provides the technical infrastructure and services needed for businesses to participate in the UAE Electronic Invoicing System. As defined in Ministerial Decision No. 64 of 2025, their responsibilities are comprehensive and critical to the functioning of the entire ecosystem.
- •Connect businesses to the OpenPeppol network as an Access Point
- •Validate eInvoices and convert PINT AE data to standard XML format
- •Route eInvoices securely between trading partners with MLS confirmations
- •Report Tax Data Documents (TDD) to the FTA as the 5th corner
- •Report validation failures to the FTA
- •Provide integration capabilities with business ERP/accounting systems
MoF Accreditation Requirements
Ministerial Decision No. 64 of 2025 establishes the eligibility criteria and accreditation procedures for ASPs.
- •Proper company registration and tax registration commitments
- •Compliance with approved information security standards
- •Solutions aligned with the OpenPeppol interoperability framework
- •Self-declaration documentation submission
- •Capability for accurate exchange of eInvoices and TDD with the FTA
- •Formal application through the dedicated MoF accreditation portal
- •Operational permit required before offering services
- •Accreditation granted for a renewable 2-year period
Why Businesses Need an ASP
Under the UAE Electronic Invoicing System, both issuers and recipients of eInvoices must appoint an Accredited Service Provider. Businesses cannot connect directly to the network. The ASP validates eInvoices, converts them to standard format, routes them via OpenPeppol, and reports Tax Data Documents to the FTA. Non-compliance with the requirement to appoint an ASP carries a penalty of AED 5,000 per month under Cabinet Decision No. 106 of 2025.
